Why is there a difference between the SCBA and throttle throttle dive?

the position of the SCBA (Self contained breathing apparatus) 's control valve at the bottom of the oxygen tank and SCUBA (Self Content Underwater Breathing Apparatus)' s control valve in the upper oxygen tank, my question is why?

The difference is the regulator provides air at high pressure cylinder pressure the plunger of the lower demand breathing. This is due to air at room temperature or in the surrounding water pressure.
